In contradiction to prevalent as well as scholar concepts of intelligence based on contrived methods to estimate intelligence, that are questioned in this paper, I suppose the rareness of intelligent humans, even going to the point of exceptionality in the case of genius. Assumed from this rareness, I enunciate several very definite recommendations for governments helping them to identify and to protect intelligent humans.
